Background
Willow Grove Community Development Corporation is a 501 (c) 3 non-profit organization. We were founded in 1990 by concerned community leaders to address a need for affordable housing in Eastern Montgomery County. For over 27 years the organization has acquired, renovated, and built homes through community contributions and funding collaborations from businesses, government, faith-based organizations, foundations, civic groups, and individuals who support the work that we do. In addition to affordable housing, other services and programs are available to the community.
Locations
Willow Grove CDC’s administrative and service offices are located at 210 Cedar Avenue, Willow Grove, PA 19090. We currently have 58 affordable rental units at 47 separate properties in Abington, Ambler, Hatboro, Horsham, and Upper Moreland. These are apartments, duplexes, town homes, and single homes. Our properties are served by 4 school districts: Abington, Hatboro-Horsham, Upper Moreland, and Wissahickon.
Who Qualifies for Housing?
Applicants qualify for our rental program based on having low-to-moderate income, compared with median income for Montgomery County. Low-income tenants sometimes come to us with a Housing Choice Voucher issued by Montgomery County Housing Authority. Other tenants generally have household income from wages, pensions, self-employment, SSA, SSI, or child support. Although Willow Grove CDC’s rents are well below market rates, tenants are required to pay rent and utilities, and must also demonstrate that their income is sufficient to afford to pay rent. Services
Willow Grove CDC’s rental program includes affordable rents, property management, leasing services, regular home visits from a tenant support team, and preventative maintenance. Other services offered to tenants as well as members of the Montgomery County community include:
- VITA tax preparation program (February through April)
- Senior farmers market program (June through August)
- Senior food box distribution program (monthly)
- Housing counseling and referrals
- Workshops on financial management and home ownership

Many organizations preach their intention to change lives. The Willow Grove Community Development Corporation is one that makes it happen.
Founded in 1990 by local bankers, clergymen, attorneys, and realtors, the WGCDC was incorporated to address the need for affordable housing for low-to-moderate income people in the Willow Grove area. With Abington Township renovation funds, private mortgage financing, and the process of qualifying for a HUD home purchase, the first 3 units were brought on line in late 1991 and early 1992.
Since that time, we’ve received additional HUD funds through Abington Township, funds from Montgomery County with the HOME Assistance Program and the Community Block Grant Program, as well as, funds from the PA Dept. of Economic and Community Development.
After our residents move in, we offer many free services such as financial literacy training, credit and homebuyer counseling, budgeting, income tax preparation, and senior nutrition programs.
